A common expression spoken by drivers learning to master lane changing. “THEY WON’T LET ME IN” which is the stated reason why they cannot move over into a long lineup of vehicles ocupying the target lane we want to enter.

151 A driver who is driving a vehicle on a laned roadway

(a) must not drive it from one lane to another when a broken line only exists between the lanes, unless the driver has ascertained that movement can be made with safety and will in no way affect the travel of another vehicle

Take note that the law does not require THE OTHER DRIVER to help you. Yes they can however the law is YOU must “in no way affect the travel of another vehicle.”

So the good news here is, IT’S ALL YOUR PROBLEM WHEN CHANGING LANES!
